Overlanding and offroading is illegal in my country, my dream of having an offroad vehicle is up in flames.

Is there anyone else who lives in a country where "going on any road or path that isn't designed for cars is illegal with both a bike and a motor vehicle" ?
I live in Italy and the laws says that, my region had a law against offroad since 1987....
I'm 22 and ever since i was a child i wanted to go offroading and now i discovered overlanding so i would've loved to do that too.
There are designed offroad paths but they're extremely few and they're all the way north of my country....and i also live in the countryside and i can't do that here.
I still see people with offroad vehicles in my town, a guy even got his car lifted up with mud tires and all...idk if he just goes where he shouldn't and is just lucky the 🐷👮🏻 haven't gotten him yet. Idk if the cops really come and check to see if people are on trails and stuff.
